SCHOOL AND EDUCATION ISSUES IN THE MESSAGE OF THE LEADER OF THE NATION HONORABLE EMOMALI RAHMON

"During the period of independence, we made the creation of national education and entry into the international educational space the most important goal and priority direction of the social policy of the state and the government of the country. Because we believe that nation–building begins with education, and taking care of education is an investment in human development and a prosperous future for the state and Homeland." The founder of peace and national unity is the Leader of the Nation, the President of the Republic of Tajikistan  honorable Emomali Rahmon.

Historical experience has repeatedly proved that education is undoubtedly the only factor in saving humanity and strengthening the state. Among them, there are those who are among the most ancient peoples, who throughout history have been constantly engaged in education, teaching, science and knowledge. For this reason, despite numerous foreign raids on the historical lands of the Tajiks, they managed to defend themselves, their identity and their spiritual being, at every step with their pen and expertise.

There is no shortage of historical experience in cases where, due to neglect of education and thinking, many peoples and tribes, as a result of one or two invasions of strangers and the introduction of their culture, were digested in the womb of a foreign culture and disappeared as a separate people.

Realizing the same need, we are proud that at all historical stages, outstanding figures of our science and mysticism in the region and the world have always been at the forefront of the spiritual ideology of society. For example, if Zoroaster revolutionized the spiritual world at the dawn of history with his creative thinking, then Cyrus, with his wisdom and policy of statehood, introduced the system of socialism and justice in the Old Testament.

As heirs of the greate civilization in the very heart of the Middle Ages and at the same time at the peak of the destruction of Thai civilization, the highest sages were such persons as Imam Azam, Al-Khorezmi, Jabir ibn Hayyan, Imam Bukhari, Hakim Maysari, Rudaki, Firdousi, Tabari, Balami, Beruni, Sinai,Forobi, Nizam, U. Khayyem, J. Bali, Jami, Crescent, A. Donish, S. Aini And thousands of other people came and raised the banner of the Tajik of Science and Literacy with their works and creativity, as Tajik children always did.

And so, we have proudly overcome the winding roads leading to the past, and have reached today as a civilized people. It is known from the pages of history that in this work the role of personalities in each historical period is striking.

During the period of independence, the contribution of the founder of peace and national unity, the Leader of the Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon, was undoubtedly very significant in this work. After gaining independence, the Tajik people, under the leadership of the pious son of the nation, the honorable Emomali Rahmon, built their national state and laid deep foundations in its formation.

It should be noted that without national consciousness, national identity cannot be formed, and without national education, we will not be able to hone national identity. But national education is also shaped by national education and strengthens the foundations of the nation-state. In this regard, several years ago, the head of state, Emomali Rahmon, said in one of his speeches: "Science and education are very important areas of state policy, and Tajikistan's further progress depends on the development of national education and the improvement of the educational base."

Understanding the essence of this issue, since the first years of independence, the Leader of the nation, respected Emomali Rahmon, has made education a priority area of his domestic and foreign policy. During the years of independence, under the special care and attention of the Head of State, we witnessed that the field of education, along with other spheres of public life, developed from year to year, and the state of the sphere increased significantly compared to the first years of independence.

This was announced by the head of state himself in his regular Message to the Majlisi Oli. According to the message, 3,670 new educational institutions, 262 preschool institutions and 35 higher professional educational institutions have been built and commissioned in the country over the years of independence. For comparison, the President of the country noted that "if in 1991 there were 3,229 general education institutions with 1.3 million students in Tajikistan, today there are 4,037 institutions, including 170 lyceums and gymnasiums, that is, educational institutions of a new type. Their total number is more than 2 million 300 thousand people." This is evidenced by the fact that during the years of independence, most of the school buildings left over from Soviet times were demolished, and in its place, beautiful buildings in architecture and meeting modern requirements were fully built. This means that of the 4,037 institutions currently operating, 3,670 are The years of independence were created from scratch.

As for the number of higher education institutions, the head of state said the following: "In 1991, there were only 13 higher education institutions with 69,000 students in the country. Now the number of these institutions has reached 48, and their students number more than 214,000." It follows from this that if 13 universities were created during the 70 Soviet years, 35 universities were created during the 33 years of independence. In addition, there are currently 65 lyceums of technical professions in the country, i.e. institutions of primary vocational education with 23,500 students and short-term advanced training courses with 12,000 students, as well as 88 institutions of secondary vocational education – colleges with 106,000 students.

Along with this, thanks to the open door policy, independence and national unity, as well as the constant efforts of the leader of the nation, Tajik youth have the opportunity to travel and study in any country in the world in professions acceptable to their hearts. As it says in the Message.".. Since independence, more than 117,000 talented young people in the country have been sent to study at prestigious universities in 42 leading countries around the world. Today, 42 thousand 400 of our young people have scientific education in 42 developed countries of the world, of which 13 thousand or more than 30 percent are girls."

Of course, this is a huge achievement. Our informed citizens remember well that there was a time when our youth did not have a full opportunity to get an education in the country. In particular, young women could not even study at a local educational institution due to the lack of unity, peace and security. But today's conditions allow, for example, Tajik youth to enroll in any institution.

or he could go to university and get a degree.

In his Message, the President of the country also spoke about the plans of the Government of the Republic of Tajikistan for the next 5 years to develop the industry, noting that with the use of all sources of financing and taking into account the goal to reach 50 percent of preschool children, it is planned to build 800 preschool institutions and more than 1,000 educational institutions. Also, the heads of regions, cities and districts were instructed in the next five years, taking into account the population growth, to take the necessary measures to build a preschool in every settlement where 100 families live.

If we logically, wisely and objectively compare and analyze the above figures, opinions and plans for the future, we will come to a positive conclusion, and the importance and necessity of the nation-state and the services of the Leader of the Nation will become clear to us like a mirror.

In his next Message, the President of the Republic, Emomali Rahmon, once again pointed out one of the main problems in the field of education – improving the quality of education. In order to improve the situation, the responsible persons gave appropriate instructions and supported its timely and high-quality implementation.

In fact, given the existing industry opportunities and the development of science and technology in the new world, it is necessary to pay more attention to the quality of education than ever before. After all, it is the quality of education and upbringing that forms the basis of education, is a factor in the development of the state and the happiness of people.Because the ruler said ""..The quality of the state does not depend on the size of the population, but on the quality of the population," which means that now is the time when we must strengthen and strengthen healthy public thinking. A person with intelligence and will is able to create a decent life for himself. Of course, education and the quality of a well-honed education can play a key role in achieving this goal. If the quality of education is seen to be neglected, it will be destroyed and the nation will be engulfed in ignorance and illiteracy, with fatal consequences. This is stated in the message of the leader of the nation Sarahatan:"... the main cause of the misfortunes of every nation and state is the neglect of the quality of schools and education, the neglect of the upbringing of children from an early age and the creation of favorable conditions for education and upbringing."

In his speech dedicated to Knowledge Day (September 1, 2024), the Leader of the Nation, drawing attention to this issue, noted: "in order to achieve the goal of improving the quality of education, it is necessary, first of all, to increase the level of professionalism of teaching staff, provide textbooks in accordance with regulatory requirements, as well as provide educational and methodological opportunities, including laboratory equipment, information and communication technologies, and regular advanced training and retraining courses."

As noted above, along with other factors contributing to improving the quality of teaching, the role of the teacher is key. It's true that a good lesson hour provides the content of the best book. Therefore, a good and knowledgeable teacher plays a key role in building a civilized society. After all, as they say, "the people who do not have a true teacher will never achieve any rank," the same means that the head of the country says: "The people who do not have a true teacher will never achieve any rank."

With this in mind, today we need, first of all, to increase the level of special knowledge of teachers and, as a result of taking advanced training courses, to increase the level of their abilities and professional skills. A modern teacher should not only have high industry knowledge, but also possess high pedagogical abilities and skills. He is the One who possesses knowledge and wisdom. It is such a teacher who can lead the younger generation and youth. If the teacher holds a position in society with such qualities.

Therefore, national education and the development of national education save the nation from all ills. As the head of state said, ""...Until the whole society turns to the school and the education system, the nation will remain inaccessible, humiliated, humiliated, and its people will be prone to all kinds of serious and unpredictable crimes."

During his Address, the Head of State also stressed that along with this, unrest and conflicts in various regions of the world, the aggravation of political opposition and sanctions between superpowers, rapid armament, the cold war, climate change, as well as the disruption of supply chains of goods and products and other external factors force us to take timely measures to prevent their negative impact on the country's economy.

This emphasis pushes us, teachers, to further develop the industry and implement new plans and programs.

In conclusion, I should note that all the goals set for the state and society are achieved precisely through the development of the education sector and give the desired effect. For example, the four strategic goals of the state, the achievement of which transforms Tajikistan into a leading world power, require the availability of qualified and professional specialists in various industries. The declaration of 2024-2026 as the "years of industrial development“, 2020-2040 as the ”twentieth anniversary of the study and development of natural, exact and mathematical sciences in the field of science and education“ and, finally, the declaration of 2025-2030 as the ”years of digital economy and innovation" and its effective measures are also mainly related to the quality of education and the development of education. In other words, people's responsibility for education is greater than ever before, and the great mission of building, educating, and brightening the nation's future lies with them.
